Health Protocol for International Travelers (PPLN) Entering Indonesia

The Government of Indonesia has renewed its regulation for international travelers through Covid-19 Task Force Circular Letter No. 22/2022 Covid-19 Task Force Circular Letter No. 22/2022: Health Protocols for International Travel Amid CoronaVirus Disease 2019 (Covid-19) Pandemic. This regulation must be obeyed by Non-Indonesian Citizens and Indonesian Citizens who wish to travel to Indonesia.

1. What do you (international travelers) need to prepare before traveling to Indonesia?

  1. Valid passport (more info: here)
  2. Have a complete Covid-19 vaccine* (full dose) to be quarantine-free.
  3. Download and register on the PeduliLindungi App
  4. Bring a Covid-19 vaccine certificate document (physical/digital).
  5. International eHAC is not required as long as you register in the PeduliLindung App.

*Vaccination requirements are waived for overseas travelers under 18 years

2. Are you fully vaccinated for travel to Indonesia?

You are considered fully vaccinated:

  • 2 weeks (14 days) after your dose of accepted single-dose vaccine (Johnson & Johnson)
  • 2 weeks (14 days) after your dose of an accepted 2-dose vaccine (Pfizer, Moderna, Sinovac, AstraZeneca, and Sinopharm)

International travelers can show proof of vaccination in English, both in digital or hard copy.

3. Do you need to be quarantined on your arrival?

  • NO, IF you have been fully vaccinated 14 days before departure
  • YES, IF you have not received the vaccine or incomplete dose 14 days before departure, you need to undergo quarantine for a 5x24 hour.

For international travelers under the age of 18 years and/or requiring exceptional protection, the requirements for vaccination and quarantine period follow the provisions of the parents/legal guardians/travel companions.

4. What is a temporary GREEN status?

Upon arrival in Indonesia, international travelers, both Indonesian citizens and foreigners who are eligible to enter Indonesia or those who have completed their quarantine period, will get a temporary GREENstatus for 30 days in the PeduliLindungi app

With that status, you can travel domestically in Indonesia for 30 days. However,you are still required to comply with health protocols and travel regulations that apply in the country, including filling out a domestic e-HAC in the PeduliLindungi application before traveling.

5. What if I plan to change my temporary green status to become permanent?

International travelers, both Indonesian citizens and foreigners, who wish to change their green status from temporary into permanent are required to submit non-Indonesian vaccine certificates (VNI) through PeduliLindungi App.

After the verification is approved, you will get permanent GREEN status and be eligible to travel domestically. However, you are still required to comply with health protocols and travel regulations that apply in the country including filling out a domestic eHAC in the PeduliLindungi application before traveling.

6. How does the inspection process take place upon arrival in Indonesia?

When you arrive at the Indonesian airport/port, you need to show your QR code profile at PeduliLindungi. Then,the officer will direct you to the health checkpoint to check document requirements and body temperature.

  • If you have no COVID-19 symptoms and body temperature is below 37.5 degrees Celsius, you are eligible to continue your trip with temporary green status for 30 days in the PeduliLindungi website or application.
  • If you show COVID-19 symptoms or have a body temperature above 37.5 degrees Celsius, then you have to do RT-PCR test at the airport/port and wait for the result in the hotel.

You are not allowed to go outside the hotel and interact with other people while waiting for the RT-PCR test. 

If the test result is negative, you are allowed to travel domestically. However, if the test results are positive, you need to isolate in accordance with applicable regulations. International travelers under the age of 18 are also required to undergo isolation if their parents or caregivers/travel companions are tested positive for COVID-19.

The cost of the COVID-19 RT-PCR test for foreigners will be charged independently, while for Indonesian citizens covered by the government (free). 

7. What if my RT-PCR test results are positive upon arrival in Indonesia?

You are prohibited from traveling domestically if the RT-PCR test at the airport/port shows a positive result of COVID-19. You will get BLACK status in the PeduliLindungi application and is required to isolate under the following conditions:

  • If you are tested positive but have no symptoms or experience mild symptoms, then you are required to do isolation or get treatment at a hotel or centralized isolation facilities provided by the government (for Indonesian citizens).
  • If you have moderate or severe symptoms and/or with uncontrolled comorbidities, then you are required to do isolation or get treatment  at a COVID-19 referral hospital with a time period according to the doctor's recommendations.

After isolation and tested negative for COVID-19 on D+5, you can continue your trip and will get GREEN status in the PeduliLindungi application.

Medical expenses for handling COVID-19 and evacuation for foreigners will be charged independently, while for Indonesian citizens covered by the government (free).

8. Visa Free Aplication and Visa on Arrival (VoA)

  • Visa-free only applies to foreigners from 9 ASEAN countries.
  • VoA applies to foreigners who aim to travel throughout Indonesia.
  • VoA is submitted upon arrival of the foreigner after completing the health check and RT-PCR test at I Gusti Ngurah Rai Airport, with the required documents.
  • If you are healthy, make a VoA payment to the Bank BRI VoA counter to purchase a VoA sticker.
